So, I am not sure when exactly it became legal in NC to order booze online, but I am pretty amazed at https://www.caskers.com/. Our ABC store in the neighborhood is not all that great, but I can order gold medal whiskeys delivered to my door now. I know this wasn't allowed before, but I am grateful to whatever legislative wizard got this through the NC House and Senate.

It's still illegal, the law hasn't changed. They just haven't gotten their Cease & Desist notice from NC yet. (Liquorama will also ship to NC)

NC Statue:


§ 18B-102.1. Direct shipments from out-of-state prohibited. (a) It is unlawful for any person who is an out-of-state retail or wholesale dealer in the business of selling alcoholic beverages to ship or cause to be shipped any alcoholic beverage directly to any North Carolina resident who does not hold a valid wholesaler's permit under Article 11 of this Chapter. (b) The Commission shall mail a notice by certified mail ordering a person who violates the provisions of subsection (a) of this section to cease and desist any shipments of alcoholic beverages to North Carolina residents. If the offender cannot produce a receipt or otherwise show that applicable State taxes have been paid on the shipped alcohol within 30 days after this notice has been deposited by certified mail addressed to the out-of-state retail or wholesale dealer either at the address shown on the shipment or the last known address of that dealer in any legal registry, such as a registry with the Secretary of State for incorporation of a business, or within 30 days after personal service of the notice on the out-of-state retail or wholesale dealer, it shall be presumptive evidence of his intent to ship alcoholic beverages directly to a North Carolina resident who does not hold a valid wholesaler's permit issued by the Commission. (c) This section shall not apply to producers of beverage alcohol holding a basic permit from the Bureau of Alcohol, Tobacco and Firearms. (d) Upon determination by the Commission that a holder of a basic permit from the Bureau of Alcohol, Tobacco and Firearms has made an illegal shipment to consumers in North Carolina, the Commission shall notify the Bureau of Alcohol, Tobacco and Firearms in writing and by certified mail and request the Bureau to take appropriate action. (e) Whoever violates the provisions of this section shall be guilty of a Class I felony and shall pay a fine of not more than ten thousand dollars ($10,000). (1997-348, s. 1.)
 
Under section (c), couldn't a producer of one type with a "basic permit" from ATF then sell other kinds of alcohol?

The ATF permit gives them the right to import/manufacture and to sell to licensed dealers, no idea why that's thrown in the state statute. "You can only ship to permitted dealers, unless you have a federal permit that says you can only sell to permitted dealers"

I could be - and would like to be - totally wrong, but I feel quite confident that the state of North Carolina will never let go it's death-grip on liquor revenue in the state.

The purchaser acknowledges that he/she is legally entitled to take possession of wine/spirits/beer, that they have obtained any required permission, paid any required fees or sales tax within their state and is working through properly licensed intermediaries (where required). All wine/spirits/beer sold are sold in California, the title passes to the buyer in California. Liquorama Fine Wines and Spirits is not responsible for the importation of wine/spirits/beer into any state outside of California. The buyer is responsible for the shipments of wine/spirits/beer outside of California.
