In theory, you're not allowed to practice more than 20 hours a week, right? Pay them 20 hours a week. Every team has to pay federal minimum wage to their players (so states that have higher minimum wages don't have a recruiting advantage) If you're a foreign national, it can go in a trust account until you have a green card or until you leave the country. Or, the visa kids get to go to college can be modified to allow part time employment.
Each team starts practice on the first Monday in October, so the season would be roughly 6 months and 1 week long. That's 27 weks of payroll. That's about 55K in payroll per team and 19 Million dollars for all the schools. . Paid with by TV money, so every school can afford a 13 scholarship payroll. The current TV rights to the NCAA for MBB is about a billion a year. That's enough money for almost 20,000 D1 teams to pay players.
