Arguably, that Bilas prop bet in our Sportsbook has already been decided, but I guess we can say it can't be triggered until after the report is released. The odds should be changed to something like 1-10,000 given that Bilas has already shown this is on his radar today.

I think it's been decided. He's criticizing timing of the punishment, which is one aspect of the punishment itself, and there's no qualification that he has to do it after the report is out.
